[Fixed] Anthony's Lucky Token from NPC Anthony Bestra

We were notified that there were some issues with the Anthony Bestra's Lucky Token
and the Collaboration Event.

We had taken it down temporarily and we have created new dates for the days that
players can visit NPC Anthony Bestra for their Lucky Token [2H].

Our Collaboration Event schedule will run on the same schedule with no changes
but the Lucky Tokens will be given on the days below:

- Week 1 Event Date - 
Starting : 07/20/13,  12:00 A.M. (00:00 server time)
Ending : 07/21/13, 11:59 P.M. (23:59 server time)


- Week 2 Event Date - 
Starting : 07/27/13,  12:00 A.M. (00:00 server time)
Ending : 07/28/13, 11:59 P.M. (23:59 server time)
